We were appointed to deliver a regeneration plan for Barnstaple Town Centre, centred around the refurbishment of the historic Pannier Market and the enhancement of Butchers Row and Cross Street, strengthening the connection between the town centre and the riverfront.
As part of the wider Market Quarter regeneration, the Grade II Listed Pannier Market and adjoining Grade II* Listed Guildhall were carefully restored and adapted to support the long-term future of one of North Devon’s most important civic assets. Originally built in 1855, the market has served as a commercial and social hub for Barnstaple for generations, and the project sought to preserve this heritage while improving its day-to-day function and accessibility.
Works included repairs to the historic fabric and roof structure, restoration of original features along Butchers Row, refurbishment of the Guildhall, and the installation of new glazed entrances to create a stronger relationship between the market and the surrounding streetscape, allowing traders to spill out onto the pavement and animate the public realm.
Internally, the market offices were relocated and reconfigured to provide modern offices, meeting rooms, improved public toilets and flexible event spaces. These upgrades enabled the market to diversify its offer, supporting a broader programme of markets, cultural events and community gatherings alongside its traditional retail function.
Public realm improvements to Butchers Row and Cross Street included upgraded signage, lighting, planting and street furniture, creating a more welcoming and pedestrian-friendly route through the town centre and improving connectivity to the riverfront.
By working closely with market traders, local businesses, councillors and wider community stakeholders throughout the process, the scheme delivered a regeneration strategy that carefully balanced heritage, commercial viability and long-term civic value.
